Christopher L. Brown

Chris joined the firm in 2022 and brings over two decades of legal experience to our team, focusing his practice on labor and employment, contract procurement, public construction, and general municipal law issues.

In his general municipal role, Chris currently serves as primary Town Counsel for Blackstone, Dracut, Grafton, and Mansfield, and advises our clients on public records, Open Meeting Law, ethics, and other local issues. In his general practice he has handled eminent domain, betterment, insurance coverage and other miscellaneous litigation matters on behalf of municipalities and districts.

As a seasoned labor and employment attorney, Chris serves as Labor Counsel for several of our towns and has represented public employers in a wide variety of agency matters including proceedings before DLR, the JLMC, the Civil Service Commission and MCAD. He has over a decade of experience in collective bargaining, including health insurance coalition bargaining under G.L. c. 32B. His experience also includes advising employers regarding various employment issues, including personnel policies, employment and severance agreements, discipline, records management, and compliance with state and federal law. Chris also has been tasked to perform workplace investigations of alleged misconduct by public officials and holds a certificate from the Association of Workplace Investigators.

 

Outside of labor and employment, his litigation experience includes various construction disputes, including bid protests, defective design and installation, extra work claims, environmental issues and jobsite injuries. Chris frequently advises local governments on procurement issues and has drafted and negotiated hundreds of public contracts on their behalf. He is regularly consulted by other municipal attorneys on public construction matters, especially including bond, insurance and indemnification issues, and has presented on these and other municipal-related topics to MMLA, MCLE, the Massachusetts Bar Association, and the International Municipal Lawyers Association. 

 

A graduate of the Illinois Institute of Technology and the Northeastern University School of Law, Chris is admitted to practice in all state and federal courts in Massachusetts. He currently serves as Vice President of the Massachusetts Municipal Lawyers Association, and has served on several local non-profit boards and the Charter Review Committee in Framingham, where he lives with his wife and two children. Chris is a proud veteran of the U.S. Army, having served as a field artillery officer in the 1st Armored Division before attending law school.
